thank you for creating the petition for the dam construction in the Ngabe-Bugle comarca. I lived and worked in this area of the country with the Ngabe for 2.5 years. I lived on the mining side, but have traveled to this exact area, and it surprises me the quick action and force used to start this construction. i heard other stories about the original mining operation, and wonder what to believe. the reservation is a semi-autonomous entity with a congress and a law system in place where permission needs to be received for this type of activity. i wonder what protocols were and were not used for this dam. I worked closely with the regional office of ANAM, and this just leaves me confused. i will read more.
